# A Situation Report From Below the Radar

## Who's Talking
A medically retired Army NCO — supply sergeant, armorer, reclassified into satellite comms, attached to PSYOPs assessment in support of civil affairs. That work teaches you to read environments, identify influence vectors, and see the gap between what an institution says it's doing and what it's actually doing. After the service: nightclubs and retail in Nevada for over a decade (including an LGBT community center with an excellent vodka selection), federally-funded SNAP-Ed nutrition programming, regenerative-practitioner training, five provisional patents on coordination infrastructure. Thirty years watching what works and what doesn't, from below the radar.

## The Situation
The Strait of Hormuz closed again — ~30% of global chemical fertilizer supply off the table. Every farm dependent on synthetic nitrogen just got repriced overnight. Simultaneously, federal systems communities relied on are being dismantled: food assistance, international coordination, environmental protection, community development funding. Mamdani takes office in NYC on a city-owned-grocery platform and is about to meet the operational reality of why every supermarket model fails in the communities it was designed to serve.

And the solutions that would actually work — bacterial fermentation soil amendment proven in 32 countries, blast-chiller food rescue MGM Grand has run profitably since 2016, bodega-scale community retail without the wholesale-aggregator markup that kills urban margins — are sitting right there. Available. Documented. Demonstrated. Being rejected by the channels designed to deliver them.

## The Pattern — The Receipts
The composting industry blocks HumiSoil because it works without the stationary facility composters sunk capital into. The food-banking system blocked the community grocery model in Reno — the food bank president said directly he couldn't afford to let donors know other options existed. Foundations fund food banks with structural incentives not to solve food insecurity; governments contract composters with incentives not to adopt superior tech; development orgs build through partners whose survival depends on the problem persisting. The problem isn't the strategy. It's the routing.

## What Just Changed
Three structural shifts converged: Hormuz repriced the synthetic-input question (waste-to-amendment is now a procurement decision, not an aspiration); federal abdication repriced the implementation-channel question (what to build while Washington is absent is now the operating condition); AI democratization repriced the information-gatekeeping question (communities don't need consultants to understand their options — only the coordination layer that connects understanding to action).

## The Invitation
Written for organizations aligned with the UN and the SDGs — networks with diplomatic credibility, chapter infrastructure in every major city, and an internationally durable measurement vocabulary, at a moment when US federal credibility has been voluntarily abdicated. The pivot is from convening conversations about what should happen to facilitating the operational infrastructure that makes things happen regardless of what Washington decides. SDG 2, 3, 11, 12, 13, 17 all land in ground-level operations: community-owned food infrastructure, food-desert access, urban organic waste diverted to $200-500/cu-yd amendment, soil carbon, and the coordination layer connecting urban waste generators, rural farms, community retail, and civic facilitation networks.
